Updated Lacey Act Primer

The Animal and Plant Health Inspection Service (APHIS) has issued an April 2010 version of its Lacey Act Primer.  A new issue addressed in the updated primer is how to complete the PPQ Form 505 for goods manufactured before the Lacey Act Amendments took effect (prior to May 22, 2008).   Removed from the Primer are the instructions to enter “no plant material present” on the declaration when there is no wood content in the shipment.   A declaration is not needed when there is no plant content.

APHIS sources state they are tightening standards regarding units of measure to better align with the law.   Acceptable units must measure the plant content. Preferred units are those that are metric based, such as meters and kilograms. Piece count as a unit of measure will no longer be accepted.
