Miscellaneous Tariff Bill Act Signed Into Law

Signed into law on September 13, 2018, the H.R. 4318 Miscellaneous Tariff Bill (MTB) becomes effective upon October 13, 2018 following a 30-day grace period. The MTB reduces tariffs on nearly 1700 products deemed by the International Trade Commission (ITC) as unattainable or inaccessible from domestic productions or sourcing through December 31, 2020.

Designed to provide relief to some manufacturers, the MTB will temporarily amend the Harmonized Tariff Schedule (HTS) to modify certain rates of duty recommended by the ITC pursuant to the new process established in the American Manufacturing and Competitiveness Act of 2016. 

A majority of the products covered by the MTB are chemicals, and includes some textiles, apparel, footwear, machinery and equipment, as well as other goods.

If your goods are from China, be aware that the MTB tariff reductions do not override Section 301 tariffs, per CSMS #18-000493, dated August 21, 2018 as follows:


Products of China that are covered by the Section 301 remedy and that are eligible for special tariff treatment under general note 3(c)(i) to the tariff schedule, or that are eligible for temporary duty exemptions or reductions under subchapter II to chapter 99, shall be subject to the additional 25 percent ad valorem rate of duty imposed by headings 9903.88.01 and 9903.88.02.

Maersk Update – Booking now live

The following is a letter Maersk sent to the customers updating them of their recent cyber attack.

Dear customer,

We are happy to inform you that our online shipping portal,, is now open again, offering most functionalities. This will enable you to again book and check schedules on our site. We are still securing the last details which will enable us to do Tracking, Shipping Instructions and Quote as well. This replaces the interim booking process – and you do not need to resubmit any bookings already made. Please also rest assured that all your data is safe and secure, even if you cannot find it right now. You can also continue to book via EDI and INTTRA.  

We are pleased that we are overcoming our technical challenges, being able to produce Import Manifests for all vessels in order to dispatch around the world. Export Manifests are also now being produced, providing us the means to serve all customers with their documents as per normal working standards. We are also pleased that the first Bills of Lading have gone out and many more are in the making. 

We understand that you have lots of outstanding questions around your cargo. We are determined to answer them all, and we are grateful for your continued patience as all our systems come online. 

Our vessels remain sailing and all terminals – except one – are now functioning; importing and releasing export cargo. For details see

Initiation of AD/CVD Investigations of Tubing and Alloy Steel

On May 9, 2017, CBP issued CSMS# 17-000305 announcing that the Department of Commerce (Commerce) initiated its less-than-fair-value duty investigations on “Certain Cold-Drawn Mechanical Tubing of Carbon and Alloy Steel from the Federal Republic of Germany, India, Italy, the Republic of Korea, the People’s Republic of China, and Switzerland” (Initiation Notice). Also on May 9, 2017, Commerce initiated Countervailing Duty Investigations on “Certain Cold-Drawn Mechanical Tubing of Carbon and Alloy Steel from India and the People’s Republic of China.”

AESDirect Is Now Available in ACE!!!

Attention all export filers… the new AESDirect is available in ACE for export filing.

If you have ACE Exporter Account access, you can begin filing using the new system. If you have not yet obtained ACE Exporter Account access, please review the broadcast message covering ACE registration and exporter access or feel free to call us to assist with getting set up.

Today marks the beginning of the transition from the legacy AESDirect application to the Refactored AESDirect in ACE. During this transition period, both the legacy and the ACE AESDirect application are available for export filing. Take advantage of this time and begin transitioning your users to the new system. Please ensure proper transition management to avoid duplicate filing.
