Retroactive Merchandise Processing Fee (MPF) Payment for Reconciliation Entries
Ports of Los Angeles and Long Beach
 
Entries flagged for reconciliation shall pay the MPF via the reconciliation entry. CBP will not issue a bill for the retroactive increase. It is the importer’s responsibility to account for and pay the difference in the fees. A difference of less than $20 per underlying entry is considered de minimus and should not be processed for the retroactive fee.
 
The TMF helps pay for night and Saturday marine terminal shifts created by the PierPass OffPeak program designed to relieve daytime congestion in and around the ports by providing a financial incentive to move cargo during less congested times. The TMF is charged for non-exempt containers moving during peak hours (Monday through Friday, 3:00 AM – 6:00 PM).
