F. H. Kaysing Company is proud to announce the recent hiring of Kerry Layton, formerly with U.S. Customs and Border Protection (CBP) for 20 years.  Eleven of those years she worked as an Import Specialist Team Leader, most recently at the Port of Kansas City, MO.  Her areas of expertise include tariff classification, transaction value, antidumping and countervailing duties, country of origin determinations, marking regulations, protests and international trade agreements.  She has extensive experience in researching and interpreting the U.S. Code, the Code of Federal Regulations, directives and rulings for CBP and various other federal agencies regarding import compliance.  She is an advocate of proper tariff classification given that the HTSUS number serves as the most important indicator when determining which trade agreements and programs are applicable to imported goods.   

Her proficiency in importing regulations afforded her the opportunity on several occasions to serve as a guest instructor at the CBP Academy on the campus of the Federal Law Enforcement Training Center in Glynco, Georgia.  There she taught basic and intermediate Import Specialist courses. 

 

Kerry also worked for four years as an International Trade Consultant for Foster International in Ottawa, Ontario, Canada.  During her time with Foster she worked with clients of varied industries to evaluate, develop and implement trade strategies to establish regulatory compliance and optimize financial benefits.
