Expiration of GSP, ATPA and ATPDEA


The Generalized System of Preferences (GSP), the Andean Trade Preference Act (ATPA) and the Andean Trade Promotion and Drug Eradication Act (ATPDEA) are set to expire midnight of July 31, 2013.  Importers should pay the the column 1 duty rates (normal trade relations) for goods entered or withdrawn from warehouse on August 1, 2013.

For GSP-eligible goods, importers should continue to flag those importations with the applicable SPI “A” or “A+” until further notice.  If the program is renewed retroactively, the use of the SPI code will allow CBP to automatically process duty refunds.

No corresponding procedure is available for ATPA and ATPDEA.
